This dialogue/workshop was the outcome of a project titled ‘Dialogues on Strategies for AIDS Control in India/South Asia’. The project was born out of discussions over several months between social activists from the Coalition for Environment and Development (Helsinki, Finland), Swasthya Panchayat of Lokayan, and academics of the Centre of Social Medicine & Community Health of the Jawaharlal Nehru University as well as the programme on Globalisation and Democracy of the Centre for Study of Developing Societies (Delhi). Shri Risto Isomaki’s concern for initiating effective interventions for AIDS control in India provided the propelling force for its initial conception and prolonged discussions resulted in it finally taking the shape of ‘dialogues’. C.E.D., Finland provided the funds.

Our thanks to all those who participated in the dialogue whether present at the workshop or not. We are grateful to the members/consultants of NACO and UNAIDS, India, and the Delhi Network of Positive Persons for the discussions we had with them in preparation for this workshop. We are also extremely grateful to all those who wrote papers and to those who went through the papers and presented the issues so as to initiate discussion in each session. Finally, of course, we thank all those who found time to attend the workshop and shared views with each other.

The assistance provided by Shri Kishore Dere through efficient and accurate transcribing of the taped proceedings and by Shri Surendra Rawat in the typing made putting this report together possible. Inputs from colleagues of the two institutions, on which we were dependant in multifarious ways, is gratefully acknowledged.
